I am directed by Secretary Sir E. Grey to transmit

to you, for the consideration of Mr. Secretary

Harcourt, copy of a letter from Sir C. Clementi-Smith

asking to be relieved from further attendance at the

International Opium Conference at the Hague.

In view of the circumstances explained by Sir C.

Clementi Smith, Sir E. Grey sees no objection to acced-

ing to his wishes and I am to request that you will

inform me with as little delay as possible whether Mr.

Harcourt is of the same opinion.
